台積電日前正式申請赴陸設12吋晶圓廠，民進黨總統參選人蔡英文昨表示，經濟部務必嚴謹、具體評估各方影響，更重要的是讓社會覺得可以支持，她深知企業需要全球布局，但關鍵性、最領先的技術須根留台灣，盼政府審慎處理。她也提到，有中資入股台灣的半導體設計產業，這更值得大家關注，希望政府務必小心應對。
蔡英文昨出席百工百業蔡英文社團後援會授證活動，被問及台積電登陸設廠，是否意味著台積電董事長張忠謀不信任民進黨兩岸政策？對此，蔡英文駁斥，表示「這個推論不對」；她表示，社會高度關注此事，希望政府能精確的評估，並將相關配套、要求條件納入考量，並公開透明。
蔡英文也說，過去政府處理8吋晶圓廠案時，台積電展現配合的態度，有非常謹慎、小心地處理，相信馬政府處理此事，也會依循相同的處理原則，也希望台積電能配合政府的政策及要求。不過，她也認為，現在就放出一個時間點不妥，這件事還是要一個完整評估程序。
